On Sept. 25 a passerby found two bicyclists who had been struck by a car from behind, but the vehicle that hit them was nowhere to be found. The incident occurred on Highway 29 about two miles east of Thorp.
According to a news report by the Leader-Telegram , the Clark County sheriff’s office received a report at 12:57 a.m. Sunday that the passerby found the two cyclists. Both Kevin N. Martin and Philip M. Shirk, 19, were injured as a result of the crash , with Shirk sustaining more serious injuries.

“Scott G. Horn’s vehicle, a Dodge Ram truck, was stopped by police in the village of Greenwood. It had front end damage with materials that matched debris at the scene of the bikers being hit,” the news report reads. “Horn, who said he was coming from a wedding celebration in the Eau Claire/Chippewa Falls area, told police the damage was from hitting a deer near Thorp. He failed field sobriety tests and had a blood alcohol level of 0.106, according to a breath test.”
One of the cyclists, Martin, reportedly told police that he and Shirk were traveling east in a single file line when they were hit by the vehicle. Red flashing lights on the back of the bikes were reportedly operating when police arrived at the crash scene.
Horn, a 26-year-old Thorp man is facing four charges, including two felonies, for reportedly being intoxicated when hitting the two bicyclists.
“Horn is scheduled for an initial court appearance on Oct. 27. He is charged with felony counts of hit and run involving great bodily harm and injury by intoxicated use of a vehicle, and misdemeanor counts of hit and run and causing injury by use of a vehicle while intoxicated,” the article reads. “The felonies have a maximum penalty of 17½ years in prison.”
No other information, including the status of Shirk’s condition, had been released by Thursday evening.
